Opposition Senator Francis “Kiko” Pangilinan voted against the passage of Bayanihan to Recover as One Act or the Bayanihan 2, citing the “mediocre leadership” of Department of Health (DOH) Secretary Francisco Duque III, massive corruption in PhilHealth, and the misuse of COVID-19 funds.

The Bayanihan 2, which has been approved on third and final reading by the Senate, provides the Philippines’ another wave of COVID-19 response and recovery interventions. The bill also allocates P140-billion standy fund to mitigate the impact of the pandemic to the citizens.

Pangilinan said that Duque should resign first as the health secretary before billions are released once again to the DOH, adding that he should be held accountable for the continuous surge in coronavirus infections in the country.
