In a press briefing at Camp Crame, Philippine National Police (PNP) Chief General Camilo Cascolan on reminded commanders to constantly check on the Summary of Information of police officers before giving them assignments or promoting them to a higher position.
The statement came after Carmona, Cavite PNP Chief Police Lt. Col. Jigger Noceda was sacked for allegedly sexually assaulting drug suspect and former Ozamiz City Vice Mayor Nova Parojinog.
“We have PAIS (Personnel Accounting and Information System). All the personal files should have been immediately seen there by each unit. They should be able to do it for them to know where to place our people. Like what we have been saying, we should put the right people to the right position,” said Cascolan.
In January 2015, Noceda was sacked from his post for torturing a theft suspect that was caught on video and went viral in the same year. The police officer, however, claimed that it was just a form of discipline.
Five years later, Noceda is now accused of using his position as head of the Custodial Center to force Parojinog to make love with him.
Authorities have already slapped him with criminal charges for at least two attempts of sexually harassing Parojinog inside his office at the PNP Custodial Center at Camp Crame in Quezon City.
While administrative charges are now being readied against the police official, Cascolan stressed that they could not just detain him because he was not caught in the act of sexually harassing Parojinog. Noceda is currently under restrictive custody.
